Two years, seven months and 19 days after the events of Margrave, Reacher is in Murfreesboro, Arkansas where he is buying a new set of clothes in a thrift store. Upon discovering that he does not have enough cash, he goes to an ATM across the street where he encounters a woman taking a withdrawal. He sees that she is battered and bloodied and also notices a car parked on the street within view. He deduces and confirms that the woman is being carjacked and that her son is held captive by an armed burglar. Reacher walks to the car and brutally knocks the thief unconscious and saves the woman's son, he advises the woman to call the cops before returning to the ATM. After withdrawing from the ATM, Reacher notices that there are two deposits into his account, and that the amounts of the two deposits are a coded message. The first deposit is $1.10 and the second is $1030.00. The first deposit equates to the 110th Special Investigations Unit, and the second one equates to "10-30" which is the unit's standard distress call. Reacher borrows the thrift store employee's phone and contacts Frances Neagley who informs him that Calvin Franz's body has been found in the Catskill Mountains, apparently thrown from an airplance. She tells Reacher that she needs him to come to New York and that the amount of the deposit should cover his airfare to New York and that he needs to get there quickly.
Several years earlier in Rock Creek, Virginia, Reacher is assembling the U.S. Army 110th MP Special Investigations Unit which is comprised of Reacher himself, Calvin, Neagley, David O'Donnell, Manuel Orozco, Jorge Sanchez, Tony Swan, Stan Lowrey and Karla Dixon with the unit's members being hand picked for their special skills in their respective fields yet little experience as an MP. Initially, the members do not get along well and cooperate with one another. When Reacher is asked by Calvin if he thinks that the unit's dynamics would work, Reacher can't provide an answer but treats them to a round of beer in a nearby pub.
In the present time in the Williamsburg neighborhood of Brooklyn, Reacher locates Neagley in a cafe where she informs him about Calvin's disappearance from his house a week previously, as well as details of his murder and NYPD investigations. Furthermore, Neagley had learned about Calvin's death from his widow Angela Franz. Reacher is surprised to learn that Calvin was married and had a family of his own. After looking at the crime scene photos, Reacher deduces from his injuries that Calvin was tortured and then had his legs broken with an iron bar and thrown from a helicopter. A couple of college kids discovered his body afterwards. Prior to his death, Calvin left several voice message with Neagley asking that she return his call as he would like to discuss a case he was working on. Neagley was unable get back to him due to massive quantity of work, and she expressed remorse upon hearing that he was dead. Presuming that Calvin had asked the unit's help, Reacher asks Neagley who was unable to reach O'Donnell, Dixon, Orozco and Sanchez with Lowrey killed by a drunk driver two years prior and no listed phone numbers for Swan. Shocked by the news of Lowrey's passing and Calvin's marriage and family, Reacher realizes that his nomadic lifestyle has isolated him from his unit to the point where he could not honor his good friend's memories. He tries to blame Neagley for it, but she deflects the accusation by telling him that even if he had known about the events, he would not have come. They decide to investigate Calvin's case and not leave it to the hands of police and heads to visit Calvin's widow. As the pair leave the diner, they are watched by two mysterious individuals.
At the Franz's household, The pair meet Angela, who is devastated by the news of her husband's death, and her young son Mikey. When Reacher inquires about the timeline up to his death, a tearful Angela was told by NYPD that Franz went missing because he was probably on a case or partying with the wrong crowd though she did not believe their statements as it did not match up with his behavior. Angela come back only to find their house had been ransacked though nothing valuable was taken and the burglar's identities remained a mystery. Angela gives them the key to his work place where it had also been trashed and the police failed to discover anything of significance. When Mikey chants the unit's mantra, Neagley approaches and tells him their shared history much to an emotional Reacher. As they depart, Reacher takes notice of a black sedan that had been tailgating them since the diner.
Elsewhere, a man with a scarred face paid off the concierge and learns that Neagley and Reacher had checked into the hotel under the names Sarah Conner and Starlin Castro. He contacts Shane Langston to relay the information. Shane orders the scarred face man to keep his eye on the hotel and to tail them.
In Calvin's workplace, Reacher and Neagley arrive at his office to find it ransacked, as Angela had said. The pair analyze the scene and come to the conclusion that whoever ransacked it was searching for something small. During the search, Neagley finds a picture frame that contains a photo of their days in 110th Unit. As she looks outside the door, she notices that there is a Post Office across the street. Asking Reacher for the keys that Angela had given them, she realizes that there is an additional key that looks like it could be for a Post Office box. The pair discover the post office had already closed as it's past 5:00 PM so they retreat back to their hotel, intending to head there the next morning. In the hotel, Neagley opens up to Reacher about her professional life while Reacher tells her stories of his nomadic lifestyle. The pair open up about his attraction and relationship to their former teammate Dixon only for Reacher to deny anything unprofessional had come out of their relationship.
In a flashback to Rock Creek, the unit chatters around an Officer's Club when one of the workers threatens to kick Neagley out due to her rank as the Club is only open to officers. Reacher offers the man a chance of peaceful resolution but the man crosses the line when he insults Neagley. A fight ensues between the 9 unit members and 12 Club patrons. After the fight, Reacher's team takes their party to a campfire where they sing and dance around the fire. Reacher and Neagley solidify their friendship with Franz realizing that Reacher knew the team dynamic would work out after the bar fight. Reacher confesses to Franz that he knew that the people who ran the Officer's Club were sticklers about the rules, and that he knew that the Club would be crowded. The ensuing bar fight proved that the new unit would now work together as a cohesive unit. The team commemorates their first night as a unit through a photo. After the photo was taken, Reacher is haunted by Calvin's corpse who asks if he will do anything about his murder. Reacher wakes up horrified.
The next morning, a man using the name of Adrian Mount visits Los Angeles International Airport (LAX) and completes his customs clearance procedure before heading to the restroom where he burns his passport.
Heading to the post office, Neagley is informed by Angela who has no clue as to which mailbox belongs to him and that the post office will not give her information because it was registered under his company name. Neagley argues that they will be arrested on the charges of federal mail tampering if the workers see them trying every PO box. Reacher comes up with a plan in which Neagley distracts the workers while he tries to locate the box Calvin likely used based on his traits. As Reacher tries for every possible box, his actions are caught by an elderly woman who does not buy his excuse of forgetting his PO box number. Reacher successfully locates the box as he is nearly caught by the post office worker. Inside the car, the pair discover bills, solicitations and a USB drive. Neagley discover that her laptop does not have a port that matches with the USB drive, Reacher asks to borrow her car so he can look for a gun. In a church, Reacher asks a priest for a drug peddler's location through the cover story of looking for his cousin. The priest directs him to Dumont, east of Rockaway where every members of his outreach program would get their drugs. Reacher arrives at the spot and beats up two local drug dealers before stealing their money and a gun. He returns to the Church and gives the money to the priest and tells him to use it for the outreach program.
Elsewhere in LA, A.M. meets two passport forgers and collects his fake passports before slitting one of the forger's throat and stabbing the other in the abdomen.
In the hotel, Reacher and Neagley find that their rooms have been ransacked. They search the rooms and soon discover another person inside who they ambush, only to discover that it was O'Donnell who had arrived there beforehand and discovered its ransacked state. O'Donnell informs them that he had been with his family in the woods with little to no technology. When the family returned home, O'Donnell discovered the urgent message left behind by Neagley. O'Donnell shares his condolences with the pair about Calvin's passing and determines to kill the culprits. Shortly after, Neagley plugs in the USB only to discover it to be password protected with 3 guesses in 2 minutes before data is wiped from the drive. The team scramble for guesses and they begin to dissect Calvin's character to come up with something that he might’ve used as a password until O'Donnell argues that Calvin had respected Reacher the most to which Neagley inputs it as it turns out to be the correct password much to an emotional Reacher.
Back at LAX, A.M. is now using a new alias of Andrew McBride, and he approaches a young boy who is interested in his comic book. A.M. explains that he loves Comic books because the good guys always win. He is then informed by the ticket agent that his booking to Denver, Colorado is finished.
In the hotel, Neagley prints out the list of names, all of which include the initials A.M. Reacher theorizes that those names must be aliases and that they were selected so the person would never have to change their signature. Additionally, they print out seven pages containing an apparently random succession of numbers with no apparent order or explanation. In an attempt to contact Swan, the three travel to his Queens apartment where they find Swan's dog Maisi dead from dehydration. Reacher theorized that Swan had been dead for some time as he would never let his dog die from thirst. Fearing for their teammate's lives, Reacher comes to the conclusion that someone has a vendetta against their group and he is determined to take out their pursuers.
