Additionally, Neagley suspects Marlo Burns knew she was sending them into a trap, O'Donnell is dismayed in having to looking into all employees as they may have played roles in hunting them down.

Elsewhere in New York, Russo is reprimanded by his superior Lieutenant Drew Marsh about the burglary in New Age to which the former is dismayed as the act had made their department slow behind in their investigation. Marsh blames Russo for failing to keep a watch on the remaining members of 110th Unit and allowing them to burglarize the company, which Russo denies because he had warned them not to do anything dangerous. Marsh orders him to find out the information the unit has obtained.

By morning, Reacher complains about the song played in the diner. Neagley discovers Swan has mails addressed to Marlo without sharing them to Langston or any security personnel. In the email, Swan details cryptic meaning in the form of "Jimi Hendrix - Axis: Bold as Love. The 6th song is amazing" with O'Donnell immediately notices the discrepancies as Swan hated Hendrix who played a hard guitar. Dixon discovers the 6th track is titled Little Wing. Immediately recalled a document from before, Reacher pulls out a federal defense project, the biggest contract New Age had acquired. Additionally, a test was conducted for military brass though does not detail time nor location. However, Senator Malcolm Lavoy tried to get congressional votes to approve as he fully believed in the project and was willing to help. O'Donnell tells them Lavoy is known to engage in illegal activities. Dixon recaps Swan code-texted Marlo who was trying to have the unit killed about a program supported by a corrupt politician and decides they need to interrogate Lavoy though Neagley disapproves due to his high security detail. O'Donnell suggests questioning his legislative director as they know details of laws being passed and may have information and have no security attached, O'Donnell reveals he had information of all high personnel and offers to get the name of Lavoy's legislative director and his information. Reacher approves and O'Donnell goes outside to make some calls. During his time away, Neagley suggests Swan may have been a traitor as his body was never discovered nor his home looted like others, but Reacher responds he would never allow his dog to die. Dixon speculates he may have taken payoffs due to financial difficulties, and Neagley reminds him there are some people they don't know as well as they believed.

In their military days, the unit accomplishes a drug bust and acquired 48 bags of heroin. The team celebrate their efforts though Lowrey reminds them there are still work ahead. Neagley discovers the heroin is 99% pure. Lieutenant Hortense Fields congratulates their efforts. After Fields left, Swan expressed his disdain for drug traffickers who receive more money from narcotics than all their pensions combined. Dixon realises that one bag is missing, Lowrey assures he had counted enough when they loaded in Swan's vehicle. Reacher, Neagley and Swan check the vehicle and find the remaining bag, he speculated it was fallen at the back when he was driving. Reacher accepts Swan's explanation but Neagley is skeptical but decides to not tell Reacher.

In the present, they reminiscent about the drug bust with Neagley suggesting he was caught red-handed and had to let the chance of money making pass until Little Wing comes up but Reacher affirms Swan was a good man. Neagley suggests Reacher wanted to prove Swan's innocence because he does not want to blame himself for their friends deaths and cast doubt on his analytical abilities. The three leave to see O'Donnell's findings.

O'Donnell is informed Boyd will be attending a fundraiser event in Boston. After multiple calls from Russo, Reacher decides to answer with Russo angrily confronts him about his break int hough Reacher sarcastically feigns ignorance. Russo demands to know the information they had obtained. Reacher sends him information about New Age's security team roster and asks Russo to run background checks much to his ire and informs him they are heading to Boston. Before departing, Neagley and Dixon suggest they head to Marlo's house and question her while Reacher and O'Donnell head out to obtain weapons from drug dealers.

Neagley and Dixon arrives at the residence only to find Marlo and her daughter Jane have packed their bags and fled from the backdoor. Dixon discovers bags of cash left behind in their closet much to their surprise.

In Colorado, A.M. rents out a car with Elzogby's identity before approaching a kid nearby who is interested in his comic book. He proceeds to give out the same explanation prior.

In Boston, Massachusetts, the unit is reunited at a clothing store where they dress up in formal wear for the fundraiser. O'Donnell is confused as to where Reacher had left his casual clothes, he bluntly tells him it's in the garbage and reasons he didn't want to carry luggage for clothing, causing a chain reaction in him settling in if carried, which O'Donnell jokingly chalks up as sociopathic behavior. O'Donnell asks him about Marlo's whereabouts and the state of her home though he is uncertain of her reasons, O'Donnell teases him Marlo could be his soulmate due to her only taking her toothbrush which Reacher amusingly denies. Neagley is disgusted with her formal appearance with Reacher sharing the same sentiment as he compares their attires to "assholes on top of a wedding cake", Reacher offers to pay back her costs in 2 months with his pension money which Neagley accepts. Dixon emerges with her evening gown much to a flustered Reacher who she notices his reaction.

In the opera, Dixon pretends to be a lost patron and lures Boyd who offers to exchange her tickets with his aide for a better seat with Neagley overseeing and announcing Boyd had taken the bait. O'Donnell and Reacher wait outside at a nearby diner, analyzing the numbers. When a waitress's offhanded comment about tallying their check, Reacher realizes the list is a set of fractions and when tallying up to 2197 total but the numbers accounted for successful ones is only up to 1547 times. When accounted for the times they have failed, it is decreased to 650 times, the same as the phrase "650 at 100K each". During his investigation, O'Donnell receives a call from one of his children in which he advises them to only use their hand for helping, not hitting much to a surprised Reacher who sarcastically remarks O'Donnell as someone who has brass knuckles in his pocket. He tells Reacher domestic life has greatly changed him from his military days and will not trade it for any sum of money, he suggests life with Dixon might be beneficial to Reacher though he says he would only settle down with 4 to 5 dogs and considers Dixon a close friend. Neagley announces it's intermission and Dixon and Boyd are leaving and "Reacher's guy" in in position. In an alley, Boyd attempts to do drugs with Dixon though Boyd is captured in the act by Lieutenant Oscar Finlay.

In the interrogation room, Finlay questions Boyd of his drug related charge, the latter attempts to intimidate Finlay with his family and position but Finlay is not fazed and tells him the woman in the car was not his wife and knows he is working for Lavoy. Finlay tells the cover story of FBI agents coming down to see him after his name is alerted to its local database. Finlay brings in Reacher and O'Donnell who impersonate as Jack Margrave and Blake owing to Finlay and Reacher's connection 2 years ago. Boyd demands his lawyer but the pair threaten to leak his infidelity and drug use but offer to let the story go in exchange for information related to Little Wing. Boyd is initially hesitant but relents after O'Donnell threatens to call his wife, Boyd reveals Little Wing is a code name for a software in development that allows ground-fired missiles to beat all known countermeasures but is originally developed to protect commercial aircraft until New Age tweaked the software its current version. Furthermore, missiles shot from the ground would initially bypass their main target which would cause the pilot to believe that they are safe until it re-acquires. When asked about Lavoy's involvement, the senator knows this type of technology would greatly advanced their military and Boyd offers to bury its proposal through mountains of documents while Lavoy gathers congressional votes to help greenlight it. Boyd reassures them the technology is in safe hands as they are the only one to possess it. Boyd mentions New Age has two facilities, the software produced in New York while the hardware is made in a manufacturing plant in Denver, Colorado. Reacher and O'Donnell leave the room with Boyd left confused as to whether the drug charges are dropped only for Reacher to answer he is not a cop. Outside, Reacher and Finlay catch up with each other, Finlay offers his help but Reacher declines as to not further involve him in the case, Finlay also reunites with Neagley and compliments her outfit only for an embarrassed Neagley to tell him to mind his own business. The trio amicably departs.

Inside the car, Reacher tasks Dixon and Neagley to go to Colorado facility and try to sabotage the hardware while he and O'Donnell will head to Homeland Security in D.C. where they learn more about A.M. with his brother's contacts. When O'Donnell inquires about Joe, Reacher bluntly tells them he is dead much to their shock. The 110th unit makes a pit stop at a nearby diner. In the parking lot, the unit is confronted by a biker gang who confiscate all their weapons and intend to kill them in the parking lot. They maim and kill most of the gang members before recovering their arsenal. Reacher recovers the leader's phone and contacts Langston to inform him his attempt on their lives has failed.
