Frances Neagley is a former a Master Sergeant in the U.S. Army where she was hand selected by Reacher to be a founding member of the U.S. Army 110th MP Special Investigations Unit. She is currently a Private Investigator in Chicago, IL. Neagley is considered Reacher's closest confidante as he has trusted her with his life many times and she has never let him down.
Biography[]
Not much is known about Neagley before she enlisted in the Military but Reacher states that she grew up broke. Neagley did not have a normal childhood life as she regularly studies or takes care of her dad and had to go to work when she is not occupied by either.
Neagley was an MP in the U.S. Army and was hand picked by Reacher to be part of his elite special investigation unit. It is unknown how long she served before being recruited by Reacher or how long she remained after this time.
At some point Neagley retired from the Military and became a private investigator. Since retiring it can be assumed she hasn’t heard from Reacher in some time due to the conversation they have when Reacher calls for her assistance where she states it’s been “a minute and a half” since she last heard from him.
She seems to be a very competent and successful private investigator as she had sufficient resources to find out information that Reacher himself couldn’t even with the help of information from Finlay and Roscoe, police officers at a small town Police Department. She seems to have benefited financially from her switch to the private sector in the years since leaving the military and meeting up with Reacher in the series.

In Pie, Neagley arrives to Margrave's PD, and meets up with Reacher, Finlay and Paul Hubble. They gather weapons to free Roscoe and the Hubble family from Kliner's factory.

Several years earlier in Rock Creek, Virginia, Reacher is assembling the U.S. Army 110th MP Special Investigations Unit which is comprised of Reacher himself, Calvin, Neagley, David O'Donnell, Manuel Orozco, Jorge Sanchez, Tony Swan, Stan Lowrey and Karla Dixon with the unit's members being hand picked for their special skills in their respective fields yet little experience as an MP. Initially, the members do not get along well and cooperate with one another. Reacher later treats the group with a round of beer in a nearby Officer's Club.
The unit chatters around the club when one of the club staff threatens to kick Neagley out because she is a Master Sergeant and the club is only open to officers. Neagley is willing to leave to avoid further confrontation but the man insults her which triggers a fight between Reacher's newly formed unit and the rest of the patrons. After the fight, which sees all of Reacher's unit brawling against the Officer's Club patrons, they make a campfire where they sing and dance around the fire. On that night, Reacher and Neagley solidify their friendship. The team commemorates their first night as a unit through a photo taken by Lowrey. Sometime after, Neagley and Lowrey takes charge in an arson case.

In ATM - 2 years after the events of Margrave - Neagley is contacted by Calvin Franz who had requested help by sending information on his current case to which she acknowledges but did not have the time to return to it due to massive quantity of work. Sometime after, Neagley is contacted by Calvin's wife Angela Franz who tells her about his murder. Neagley expresses remorse and gathers information about details of his murder and the NYPD's investigations. Soon after, Neagley sends a coded message to Reacher via deposits into his bank account. He borrows a phone to call her and she informs him of Calvin's murder. Neagley tells Reacher that the amount of the deposit should cover his airfare to New York and urges him to get there ASAP.
Without any difficulty, Reacher tracks down Neagley in a Diner in the Bronx. Neagley relays information about her findings to Reacher who is shocked to learn that Calvin was married and had a family. After handing Reacher crime scene photos, he deduces from his injuries that Calvin was tortured and then had his legs broken with an iron bar and thrown from a helicopter. Presuming that Calvin had asked the unit's help, Reacher is surprised to learn that Neagley has not been able to contact any other members of the unit. One of the members, Stan Lowrey had been killed previously by a drunk driver, and Reacher seems depresed that so much has happened since he has been wandering around the U.S. Reacher tries to blame Neagley for not informing him of all these occurances, but she deflects by telling him that even if he had known about the events, he would not have come to which he acknowledges. They decide to investigate Calvin's case and not leave it to the hands of police and heads to visit his widow. As the pair leave the diner, they are unknowingly watched by two mysterious individuals.
At the Franz's household, The pair meet Angela and her young son, Mikey. Angela is devastated by her husband's death. When Reacher inquires about the timeline up to his death, a tearful Angela wsays that she was told by the NYPD that Franz went missing because he was probably on a case or partying with the wrong crowd. She did not believe either of these two possibilities as they did not match up with his behavior. Returning from the Police station, Angela come back to find their house had been ransacked, although nothing valuable was taken and the burglar's identities remained a mystery. Angela gives the police the key to Calvin's office where they find that it has also been trashed and they did not discover anything of significance. When Mikey chants the unit's mantra, Neagley approaches and tells him their shared history much to an emotional Reacher. As they depart, Reacher takes notice of a black sedan that had been tailgating them since the diner.
Reacher and Neagley arrive at Calvin's office to find it ransacked, as Angela had told. The pair analyze the scene and come to the conclusion that whoever ransacked it was searching for something small. During the search, Neagley realizes that the keychain Angela had given them belongs to that of a mailbox across the street. They also discover an old framed photo of their days back in 110th Unit. The pair discover the post office had already closed as it's past 5:00 PM. They retreat back to their hotel, intending to head there the next morning. In the hotel, Neagley opens up to Reacher about her professional life with the latter telling stories of his nomadic lifestyle. The pair open up about his attraction and relationship to their former teammate Dixon only for Reacher to deny anything unprofessional had ever occurred between them.
Heading to the post office on the next day, Neagley is informed by Angela who has no clue as to which mailbox belongs to him and that the post office will not give her information because it was registered under his company name. Neagley tells Reacher that they will be arrested on federal mail tampering charges if they are caught trying to check every PO box. Reacher comes up with a plan in which Neagley distracts the workers while he tries to locate the box Calvin likely used based on his traits. As Reacher tries for every possible box, his actions are noticed by an elderly woman who does not buy his excuse of forgetting his PO box number. Reacher successfully locates the box as he is nearly caught by the post office worker. Inside the car, the pair discover bills, solicitations and a USB drive. Neagley discover that her laptop does not have a port that matches with the USB drive. Reacher asks to borrow her car and he goes to pick up a gun.
During this time, Neagley buys the necessary equipment and returns to the hotel where the pair are reunited, the pair find their rooms have been ransacked. They search inside and soon discover another person who they ambush, only to discover that it is O'Donnell who had arrived there beforehand and discovered its ransacked state. O'Donnell informs them that he had been with his family in the woods with little to no technology so he didn't receive the message until he returned home. O'Donnell shares his condolences with the pair about Calvin's passing and determines to kill the culprits. Shortly after, Neagley plugs in the USB only to discover it to be password protected and only allowing 3 guesses in 2 minutes before the data is wiped from the drive. The team scrambles for guesses and they begin to dissect Calvin's character to come up with something that he might’ve used as a password until O'Donnell argues that Calvin had respected Reacher the most to which Neagley inputs 'Reacher' which turns out to be the correct password.
In the hotel, Neagley prints out the contents of the drive which contains a list of names all with the same first and last initials - 'A' and 'M'. Reacher theorizes that these are all aliases that were selected this way so the person would never have to change their signature. Additionally, they print out seven pages containing an apparently random succession of numbers with no apparent order or explanation. In an attempt to contact Swan, the three travel to his Queens apartment, only to find it in shambles and his dog Maisi dead from dehydration. Reacher theorizes that Swan had been dead for some time as he would never let his dog die from thirst. Fearing for their teammate's lives, Reacher comes to the conclusion that someone has a vendetta against their group and he is determined to take them out.
In What Happens in Atlantic City, the unit exits from Swan's residence where Reacher notices the sedan from before and goes to confront the driver. Reacher knocks him unconscious but Neagley discovers that he was an NYPD detective named Gaitano "Guy" Russo who she realizes to be one of the detectives in charge of Calvin's murder case. Reacher theorizes that the NYPD had seen Calvin's call made to Neagley and got alerted when she bought Reacher's plane ticket though he does not know the reason why. O'Donnell informs the pair that he had called Jorge Sanchez and Manuel Orozco only to find that their voice mail was full. Accumulated with all these unfortunate circumstances, Reacher agrees that they should head to Atlantic city in search of Sanchez and Orozco as well as avoiding cops.
In airport parking, Neagley and O'Donnell debate where they should get their next vehicle from and Reacher spots one of their comrades Karla Dixon. Reacher updates Dixon with the ongoing situations and asks her to rent out a car with her fake ID to which she obliges and joins them in their investigation. Along the road trip, Dixon looks over the number pages left behind by Calvin but is unable to make sense of them. Despite it's nonsensical meaning, Dixon points out that the first four, sixth and seven pages have 26 numbers while the fifth has 27 numbers. O'Donnell wonders if James Barr is behind the murders though Reacher quickly disproves this based on his MO and the fact that Barr is in Reacher's debt after running into him in Indiana last year.
In Atlantic City, the team find Sanchez and Orozco's workplace to be in a similar state as all the other properties owned by members of the 110th unit save for Swan's residence. As they search the room, O'Donnell comes across the photo that was taken on the first night that the 110th unit was together. Reacher realizes that he is the only member who does not have a copy of that photo, while Neagley keeps hers on a bookshelf. Reacher comes across a framed photo of Sanchez and a woman in a bar and decides that it is their next lead. They arrive at Lucky's Lounge bar where Reacher and Neagley question the whereabouts of the woman while Dixon and O'Donnell are stationed outside. The pair are led into the office by two employees and ambushed though they thwart their attempts. Dixon captures the woman, named Milena outside. Inside the bar, Milena apologises for attempting to run away as she now recognizes their faces from Sanchez's old photos and reassures them that the bar staff were only looking out for her safety. The bartender chimes in that a scarred face man who claims to work with Sanchez and Orozco had asked Milena a week prior whether Sanchez had left a digital storage device with her. Sensing bad vibes from the man, Milena called Sanchez but received no answer leading her to suspect that something has gone wrong. O'Donnell inquires about Orozco's connection with Calvin and Swan, Milena confirms that Calvin, Orozco and Sanchez were working on a case together and had been to the bar a couple of weeks ago as well as mentioning Swan in their case, but not relating to their operation. Milena is shocked upon hearing that Calvin was killed which drives her to the thought of whether Sanchez and Orozco were killed as well although Neagley assures her that it is still unconfirmed. In her last encounter with Sanchez, Milena recalls that he had received an important call with the phrase "650 at 100k each" which worries Sanchez as he kissed her on the cheek left the bar in a hurry.
Determined that the amount of money was possibly stolen in a casino without detection from authorities, the team travels to Neptune Casino and theorize that Sanchez and Orozco had worked as freelance casino security and stumbled on the case and reached out to Franz for assistance. The team meets chief of security David Wright who recognizes them through Sanchez and Orozco frequent stories about the unit. Wright is shocked to learn of the potential deaths of Orozco and Sanchez. Reacher informs him about the possible case of 65 million dollars gambling scam though Wright assures him that they had not lost money as all of it is accounted for. Wright offers to asks the casino's competitors if they had knew anything related to their case and allows them to stay in a suite for a day while all of this is processed.
In the suite, the team open up about their lives with Neagley is working to accumulate money for her father's nursing care. The next morning, Neagley and O'Donnell informed that the man had been chasing them was killed as well as a New Age parking plot pass which had been stamped yesterday morning. Wright visits them in their room to update them that Atlantic City PD have discovered Sanchez and Orozco's bodies in New York's Catskill mountains with injuries similar to Calvin's and had been there for some time based on the amount of decomposition. Additionally, Wright reveals that no one had checked into any hotel in the area with the given A.M aliases as well as informing them that Orozco and Sanchez did not work for any of the casino's competitors. When inquired about the gambling dollar scam, the competitors pulled their overnight audits and verified that any losses were within acceptable loss margins. Dixon determines the case is centered on New York based on current evidence and facts that they have acquired. Enraged by the loss of his unit, Reacher seeks to acquire more weapons for the group.
Sometime after, Reacher gives weapons for the group but their vehicle is tailed by a police vehicle which signals them to park over. Reacher asks Dixon to pull over and the driving officer orders them to wait. Sometime after, Russo arrives and arrests Reacher once he identified him, Reacher asks O'Donnell to act as his lawyer and tasks Neagley and Dixon into investigating the New Age's parking pass. In New Age Technologies HQ, Dixon and Neagley meet Director of Operations Marlo Burns about possible information on the parking plot pass. The pair informs her about the current case and gains her cooperation when they mentioned that the victims are close friends of theirs. Sometime after, Marlo returns and tells the pair that the pass belongs to a man named Trevor Saropian who had been chasing after the survivors of the unit and killed by Reacher. Days prior, Saropian had been there for an interview in which he apparently offers office maintenance services to the company but is rejected due to their small operation that cannot fit their needs. Marlo is able to provide them his address 948 Emmerson Drive as the company still have his resume on their data files.
In a motel, Neagley and Dixon inspect the numbers that were on the sheet of paper that was found in Franz's Printer queue. Dixon realises that the sequence of numbers resemble days and months and that every page is equal to a month with the number 26 and 27 resembles to working 6 days a week depending on each days in a month. Additionally, Dixon notices that the documents detailed the last 7 months and the numbers in month 1 were decent to abysmal in month 7. The pair begin to question the things that the guys were counting.
Afterwards, Reacher and O'Donnell are released and they rejoin Dixon and Neagley in the motel and update their findings. Inside, the unit discuss the home of Saropian. Reacher asks for the information of Saropian's next door neighbour Barbara Gottlesman who Reacher calls to confirm whether he still lives there. Mrs. Gottlesman confirms that it is Saropian's home and the team go to infiltrate the area after acquiring tools and weapons. Neagley picks the lock with Reacher tossing a pipe bomb which eliminates some of the hired goons who are inside. The team kills everyone inside and Reacher spots a vehicle watching over their fight before the driver frantically leaves after realizing that he has been noticed. Neagley goes to the rooftop to assist Reacher in locating the car. Later, he informs them that the driver is killed and he was not able to obtain any information. The group leave the residence shortly after.
The team returns to the motel where they are confronted by Russo who is appalled at their reckless actions. Reacher reveals that he knows they were being set up as they doubt an assassin would leave his address which brings up two possibilities. The first being that Saropian could have gone to the company and masked his identity and provide a fake address. The second is that Saropian was working for New Age as a hitman hired to track the unit down with the real address left behind serving as bait. Russo warns that their partnership would only work if they stopped their reckless actions as it had put Russo in a tight spot when he purposefully misstates their descriptions while taking Mrs. Gottlesman statement. Additionally, Russo informs that A.M. never make it to the airport which invalidates the given list of aliases as well as names with initials A.M. as the man must now know that he is being watched. Russo offers to warrant a search into New Age, but warns them to stay put until they hear from him. Reacher gives Russo their burner phone number and Russo warns him to not commit any more "cowboy" actions. Reacher disregards his warning as his team prepares to ram through New Age HQ with their car, Reacher tasks them to loot anything valuable in H.R, Server Room and Director of Operations office. The team rams through the HQ as they begin to loot everything they can lay their hands on. While looting, Reacher comes across a photo of New Age's employees and collects it. The team burns their disguises and the group looks shocked as they discovered Swan to be one of the employees of New Age Technologies.

Neagley has a long term professional and seemingly personal relationship with Reacher. He trusts her with his life and has said he has done so many times and that she has never let him down.
She is fiercely loyal to Reacher, willing to drop whatever she was doing to come and help him when he needed information as well as risking her life by assaulting the warehouse with Reacher. This also stems from their time in the Unit where they have a phrase “You do not mess with the special investigators” which is taken very seriously by both of them.
Reacher seems to be Neagleys best friend and she holds him in high regard as he is the only one with her private number other than her Father. She also speaks very openly to Reacher in a way that others probably wouldn’t dare. She playfully teases him about things such as his appearance, habits as well as his apparent lack of emotion when it comes to things such as the loss of his brother.

Neagley has a seemingly close relationship with her Father given he is the only other person who has her private number and that she knows what he is watching his favourite show ‘Judge Judy’ at the time of day when Reacher contacts her.
