Francis Xavier Quinn was a Lieutenant Colonel in Army Intelligence who, 12 years previously, had been investigated for espionage. Reacher thought that he had been shot and killed but his body was never found. He reappeared when Reacher was assisting the DEA with a drug smuggling case.

Espionage[]
Reacher and Dominique Kohl investigate confidential state secrets being sold. They arrest and interrogate Gorowski on suspicion of selling blueprints for a classified weapons system. He reveals that he works for Quinn, a crooked lieutenant colonel, since Quinn kidnapped his family and threatened him. Reacher and Kohl, along with Anthony Frasconi, intercept one of Quinn's buyers, a Syrian businessman, Safwan Qasim, whom they force to collaborate in catching Quinn. With evidence, Reacher lets Kohl arrest Quinn. Reacher discovers that Quinn has kidnapped Kohl and in the search, Reacher finds Frasconi dead in a house. He then drives to a secluded farmhouse and he ends up finding the bled-out body of Kohl hanging in a cabin after Quinn brutally murdered her.
Eventually Reacher hold Quinn at gunpoint. Quinn tries to convince Reacher to join with him however, Reacher does not agree. He asks Quinn what Kohl's first name was. Quinn does not know the answer, and Reacher walks with Quinn at gunpoint to the cliff's edge. Reacher then says her first name was "Dominique", then he shoots Quinn in the head, and Quinn falls over the edge.

Bizzare Baazar Hostile Takeover[]
After surviving his accident, he coerces Zachary Beck into using the Bizarre Bazaar as a front for his illicit arms trafficking network. This coercion includes the kidnapping and mutilation of Beck's son, Richard, to ensure compliance. Quinn's operations are further complicated by his indebtedness to the Russian mob, from whom he borrowed money to finance his gun-running activities. Facing pressure to complete a significant arms deal to repay this debt, Quinn's desperation leads to increased paranoia and brutality within his organization. Beck and his son found themselves trapped under Quinn’s control, forced to participate in his criminal enterprise under constant surveillance and threat from his enforcers. Quinn maintained an iron grip over the operation, ensuring that any resistance was met with swift and brutal consequences.
Eventually, Reacher ended his takeover by giving the money to the Russian mob in exchange for Quinn. Holding him at gunpoint, he said "her name was Dominique", which brings Quinn's memory back. Reacher then kills Quinn.

Personality and Traits[]
A pure psychopath, Quinn is smart, manipulative, and sadistic. His psychopathy also made him an effective operator in the military, as he was willing to turn on almost anyone for his own advantage and not form close ties. Due to his effectiveness, his personnel file had most of his records regarding his psychological state buried until he came up on Reacher's radar.
Highly intelligent and able to plan multiple moves in advance, Quinn is a cautious and pragmatic individual, keeping his operations and knowledge close to his vest and rarely telling anyone the full truth. Keen to use shell games and distractions to disguise the true origins and purposes of his actions has allowed him to stay ahead of anyone who attempts to look into his rings, with hardly anything concrete tying back to himself. Using rank and position, he has been able to gather informants and enforcers in multiple avenues, including law enforcement when he was in the military, to ensure any threats or potential leaks for his plans are purged with brutal efficiency. His lack of moral compass and sadistic nature have also allowed him to easily manipulate people by targeting their weak points, a personal favourite being going after the children of his victims as the first point of leverage. He took and held the daughter of one of his informants, just to prove he could, and buy the man's allegiance. He is also not above harming his hostages as he cut off the ear of Richard Beck to ensure his father complied with his demands.
Easily displeased when things go poorly, Quinn has a short temper and lashes out when things fail. He has been known to demand a literal pound of flesh when people fail him, as he threatened to have Zachary Beck either take his own ear, or Quinn would take Richard's other ear. He will torture and mutilate anyone who he considers to be a threat, and has no problem cutting people out when he sees them as dead weight. Viewing other people as purely transactional tools, Quinn will utilize, discard, or destroy anyone to get what he wants. He stripped and bled Dominique Kohl out in a barn in winter, in an attempt to get her to break and turn on her handlers, and when people came to investigate he said that she was in on the operation. Survival and wealth seem to be the only desire's he has, as he is scared when dealing with a larger threat that he knows can topple him, or when he is found to be the serpent people understand him to be. However, given his own ferocious and fearsome reputation, many people know better than to attempt to cross him. Quinn holds on to his power through fear and manipulation, and will strike back brutally and without remorse when crossed or met with an adversary he cannot manipulate.
