Francis Xavier Quinn was a Lieutenant Colonel in Army Intelligence who, 12 years previously, had been investigated for espionage. Reacher thought that he had been shot and killed but his body was never found. He reappeared when Reacher was assisting the DEA with a drug smuggling case.

Espionage[]
Reacher and Dominique Kohl investigate confidential state secrets being sold. They arrest and interrogate Gorowski on suspicion of selling blueprints for a classified weapons system. He reveals that he works for Quinn, a crooked lieutenant colonel, since Quinn kidnapped his family and threatened him. Reacher and Kohl, along with Anthony Frasconi, intercept one of Quinn's buyers, a Syrian businessman, Safwan Qasim, whom they force to collaborate in catching Quinn. With evidence, Reacher lets Kohl arrest Quinn. Reacher discovers that Quinn has kidnapped Kohl and in the search, Reacher finds Frasconi dead in a house. He then drives to a secluded farmhouse and he ends up finding the bled-out body of Kohl hanging in a cabin after Quinn brutally murdered her.
Eventually Reacher hold Quinn at gunpoint. Quinn tries to convince Reacher to join with him however, Reacher does not agree. He asks Quinn what Kohl's first name was. Quinn does not know the answer, and Reacher walks with Quinn at gunpoint to the cliff's edge. Reacher then says her first name was "Dominique", then he shoots Quinn in the head, and Quinn falls over the edge.

After surviving his accident, he coerces Zachary Beck into using the Bizarre Bazaar as a front for his illicit arms trafficking network. This coercion includes the kidnapping and mutilation of Beck's son, Richard, to ensure compliance. Quinn's operations are further complicated by his indebtedness to the Russian mob, from whom he borrowed money to finance his gun-running activities. Facing pressure to complete a significant arms deal to repay this debt, Quinn's desperation leads to increased paranoia and brutality within his organization. Beck and his son found themselves trapped under Quinn’s control, forced to participate in his criminal enterprise under constant surveillance and threat from his enforcers. Quinn maintained an iron grip over the operation, ensuring that any resistance was met with swift and brutal consequences.
Eventually, Reacher ended his takeover by giving the money to the Russian mob in exchange for Quinn. Holding him at gunpoint, he said "her name was Dominique", which brings Quinn's memory back. Reacher then kills Quinn.
