Lieutenant General Leon Jerome Garber was a senior officer in the U.S. Army Military Police Corps. He was Reacher's Commanding Officer on at least two occasions. Garber had a daughter Jodie, who was an attorney working in New York, NY.
Reacher described Garber as one of the scruffiest officers that he knew, but they had a father/son relationship which led to Garber leaving his home to Reacher when he died.

- Die Trying - The first appearance (in publication order) of General Garber is set in 1998 where he vouches for Reacher's character and is then instrumental in helping him eliminate the threat from a militia that wants to create a new country separate from the U.S.
- Tripwire - Set in 1999, General Garber dies shortly before the events described in the novel.
- The Affair - Set in 1997, General Garber is Reacher's CO apparently for the second time
- The Enemy - Set in 1990, Garber is a Colonel and is transferred mysteriously to Korea where he is promoted to General.
- Night School - Set in 1996, General Garber sends Reacher on a special assignment that involves missing portable nuclear devices.
