Plot[]

Following the building's explosion, NYPD respond to the scene while Dixon, Neagley, Reacher and O'Donnell converge at a nearby playground and discussed who or what device it could have been used. O'Donnell immediately comes to the conclusion that Swan had been setting them up to be killed but Reacher affirms his stand that Swan was not corrupted. Russo arrives shortly after and informs the group that the building was rigged with tripwired IEDs and only contains the body of the sniper and no signs of Swan, Russo comes to the conclusion that someone had military training in setting up the explosion and presumes that Swan's plan was to have them killed in the building while taking out the sniper in the playground. Shortly after, Russo is informed that Marlo Burns's car was discovered abandoned in north of Manhattan near Cortland and relays this to the group who decide that it's their next objective. Russo excuses himself and goes to confront his superior and asks them not to leave trails of bodies behind them, O'Donnell jokingly compares Russo to every angry detective in the movies.

The unit arrives to the location where they discover Marlo's car to be abandoned near a convenience store. Inside the store, they asked a clerk employee to review CCTV footage when Marlo and her daughter Jane had visited. Inspecting the footage, Neagley notices that Jane was carrying a Nintendo Switch and figures out how to locate their geographical location through Jane's gamer tag and IP address to her Switch. Neagley suggests the group return back to Marlo's house where she can locate her tag through their smart TV to which Reacher praises her idea. Before leaving, Reacher buys new casual clothes to replace his suit and then purchases a Clark Bar.

Elsewhere in Pennsylvania, A.M.'s car is inspected by Officer Hicks who discovers an air freshener hanging illegally from the rear-view mirror of his rental car. A.M. tries to charm his way out of the ticket warning but Hicks intends to write up a warning in which she needs to run his license. After Hicks reports the info on the license, she is stabbed and killed by A.M. who proceeds to cover his traces involved in her murder. After her murder, dispatchers reply to her radio that Manuel Elzogby was a victim of homicide burglary in Colorado and will send backup to the scene.

In Marlo's residence, Neagley runs over Jane's list of games and notices that she has a lot of cross-platform game, Neagley decides to log into her own account and plays it and informs the group that the process may take a while until Jane comes back on. Reacher is surprised at how people can play these type of games, Neagley tells him that he is type that fits for a first person shooter to which he replies: "I am a first person shooter". Reacher decides to sleep for the night with Dixon joining him shortly after. Dixon climbs onto the bed with Reacher claiming that she needs to release her pent-up tensions from recent attacks to which they embrace for the night.

Elsewhere, Russo arrives at Drew Marsh's house and confronts him over his corruption and willingness to take bribe from New Age Technologies as Marsh had been the only one to have been informed of Reacher and his unit's whereabouts in Boston where they were attacked by a biker gang. Initially, Marsh tries to intimidate Russo with his position and guilt trips him with their fond memories. After being confronted with evidence, Marsh tries to justified it as a smart play as Langston had approached him with money around the time Russo was assigned to Franz's murder and demands to know where NYPD investigation was heading. Russo condemns his actions as Marsh is helping aiding and abetting terrorists after 9/11 incident in New York and sees it as sullying the police forces and the innocents who had died during the attack. Marsh tries to angrily justified that the missiles will not be used in the country but elsewhere, Russo condemns him for working with crooked cops but he justifies that they are not to be trifled with as he sees the bribes as an order and decides to take it out of self-preservation as Russo's father had fallen victim to corrupted cops. Marsh pleads Russo to take the bribe but the latter questions of what he would do if the terrorists started to use the missiles in US. Russo chastises Marsh for his cowardice principle and actions and reminds him that he does not know him or his father well before leaving Marsh's residence.

Back at the Burns residence, Dixon and Reacher reminiscent back to their military days when they are about to close the case on Operation Kite Runner. Hortense Fields visits and orders the unit to shut down the investigation as the drug operation would leave a bad mark on the unit's Commanding Officer's stellar military career as he had been gunning for a promotion for 20 years in which he is stationed in South Korea near the demilitarized zone. Reacher takes great offense to this notion but Fields reprimands him and orders that all members involved in the case will be charged with minor penalties and receive honorable discharges. Reacher begrudgingly acknowledges the order. In the present time, Reacher talks with Dixon about the 110th unit's last case, Operation Kite Runner, and that it had ended badly and worries that this mission will end up partially the same. Recognizing that Swan is part of the issue, Dixon volunteers to kill him as Reacher had done so much for their unit. Shortly afterwards, Neagley busts into the room and informs the pair that she had obtained Jane's IP address and the Burns current whereabouts through tech services in her office in Chicago and tells them that their location is only about an hour from theirs.

Marlo and Jane are staying with a friend of hers, and Marlo expresses guilt for relying on him for help though he assures hers that it's nothing. Upon noticing sprinklers turned on outside of his home, Chad checks on it only to get captured by Reacher who takes him to the garage. Dixon reveals that Marlo's run from her ex-boyfriend was a made-up excuse to take shelter at his home though he has a hard time in believing them. Reacher demands that he calls Marlo to the garage or he would forced her and Jane to their location as he has Neagley keeping Jane busy through online games. He initially refuses cooperation until Reacher crafts a silencer and threatens to kill him causing him to call for Marlo. After she arrives, they questioned Marlo on why she had willingly give them the address that led to an ambush but she insists that she does not know anything about an ambush, only that he instructed her to give them the address. Apparently, Langston had gotten spooked over Neagley's and Dixon's visitation to New Age. When asked about Swan, Marlo insists that he had been trying to stop the operation and revealing that she had hired Swan and pushed him to be on security detail. Furthermore, Marlo reveals that Swan had relayed to her information about Little Wing in which he discovers that operational chips was marked as defective due to an engineer who had been falsifying the test records and randomly flagging the guidance chips as faulty in order to be sold to terrorists. Additionally, Marlo reveals that higher-ups had no knowledge of the incident and she does not know the identity of the engineer and reveals that Swan had asked help from Franz, Orozco and Sanchez to assist him in digging up more information, but that she had not heard from him since. Following Swan's disappearance, Marlo was called by Langston who bribes her into covering Swan's exposure, she is forced to take the bag as Langston had been a vicious crook who had let bikers, hitmen and low-life thugs avoid jail time in exchange for them to be in his debt. He threatens to harm her and Jane should they not take the bribe or compromise their mission. After Neagley and Dixon visit New Age, Marlo decides to take Jane on the run as she was worried that Langston would now see her as a liability. When inquired about the chips, Marlo informs them that Langston's engineer would need to demonstrate how to install the chip into the missile first. The unit decides to look into on the identity of Langston's engineer and have Marlo set up a meeting in order for the unit to ambush Langston and his men. Afterwards, "Chad" is let go and tells Marlo to find a hotel for shelter.

Inside New Age, Langston visits Russell Johnson, the engineer, to inform him that the buyer will be there soon and will not be purchasing Little Wing rockets unless he is guided through installation and activation to which Russell assures him that the tutorial process will be quick and brief. Soon after, Marlo calls Langston and tells him that her she and Jane were on the run from Reacher and his unit who threatened their lives and that they were outside the city, Langston reassures her that he will protect her family if she continues to do his bidding and asks for a meeting to which she provides her location.

At Russo's house, Reacher and his unit bring Jane and ask for Russo's protection, Reacher tells Russo of their objective in which they used Marlo as bait to lure out Langston and ambush him. Russo agrees and tells Reacher of his meeting with Marsh and how he rejected the bribe and guarantees that Marsh would not harm him since he had known him since police academy. He plans to take Jane to Staten Island to his cousin's house. Before leaving, Reacher promises that if he and Russo fight, he will let Russo have the first swing though Russo clarifies that he does not need any advantages to beat him in a fight. Neagley and Reacher watches as Marlo embraces Jane as they are determined to make the lure work. Afterwards, Marlo meets Langston in a parking plot for trucks and buses though Langston proceeds with caution. O'Donnell and Dixon have taken up a position at the top of a double decked bus and Neagley and Reacher prepare to flank them. The latter pair places a phone inside Marlo and instructs her to run when Reacher orders her to with the plan to corner them and kill Langston. Elsewhere, Russo prepares to take Jane until he notices that he is being followed by Langston's men and instructs Jane to take cover in the car. Russo is subjected to gunfire and a high-speed pursuit takes place. Russo calls Reacher who he informs of his situation with the phone call overheard by Marlo who begins to fear for her daughter's safety. Langston realizes that the meeting is a setup from Marlo's reaction and rushes to kill her though Reacher and his unit intercepts his attempt. Dixon, O'Donnell, Marlo, Reacher and Neagley run to their car with Reacher ordering the rest of his unit to assist Russo while he stays to deal with Langston. Neagley coordinates Russo to rendezvous at Queens while Reacher traps Langston and his men in the parking plot by deflating the tires of their car.

Russo has a tough time in shaking off his pursuers, he decides to stop the car and fires on the pursuers while instructing Jane to remain in the car. Back in the parking plot, Reacher kills all his men and tracks down Langston by redialing his phone numbers and goes to kill him only to be intercepted by a helicopter. Elsewhere, Russo realizes that he is boxed in and the unit might not make it in time, Russo tells Jane to run far from the scene while he provides her cover, Jane is initially hesitant but obliges. Russo is critically wounded but not before taking out 2 of Langston's men before collapsing to the ground. The last of Langston's men, Grant, corners Jane and prepares to kill her but Neagley severely injures him by running him over with the car. Noticing that Russo is wounded, Neagley instructs O'Donnell to urgently call for an ambulance. Breaking her code of no contact, Neagley grasps Russo's hand and informs him that Jane was safe. Although the sirens from an ambulance are heard from a close distance, Russo sadly dies in the arms of Neagley.
