Powell was a Warrant Officer in the U.S. Army and a member of the new rendition of U.S. Army 110th MP Special Investigations Unit led by Major Susan Turner.
Biography[]
After Jack Reacher spots the still-alive Francis Xavier Quinn in Maine, he called Powell, looking for Major Turner, only to be told she was undercover and incommunicado for two weeks. He asked Powell to run the license plate of Quinn's transport vehicle. Powell is unable to provide the info since the Maine DOT website is undergoing routine maintenance, but seeing a chance to interact with his idol, Powell asked Reacher about the dent on his old desk as he had heard a rumor that it was caused by Reacher bashing a Colonel's head into it. However, Reacher said that the dent was made by David O'Donnell messing around with Stan Lowrey's bowling ball.
Powell offered to deliver the vehicle information at a later time with Reacher giving him his location. Sometime later, Powell tracked the plate but his search pinged Susan Duffy who was tracking it in a separate case of her own. After Duffy threatened him with charges, Powell gives up Reacher's location.
Powell was later hunted down and killed by two of Xavier Quinn's men, Warner and Karns due to his association with Reacher. His body was later discovered by Military Police.

Powell is a slim and meek man, with light skin and dark hair.
Personality and Traits[]
Powell is shown to be a component officer, and somewhat idolizes Reacher and see's him as a legend. He was also resilient enough to not give Warner or Karns any information about the Quinn Case. Which in turn saving the lives of Reacher and the DEA agents he was working with.
